INTRODUCTION

This unit deals with the roles of legislation and governance in the preparation and implementation of planning policy, planning instruments and development assessment. It provides a perspective on contemporary planning practice in legislation, regulation, plan-making and the administrative and decision-making context within these activities occur.

The starting premise is that planning systems or frameworks consist of a mix of:

  • regulatory functions prescribed by legislation; and
  • governance and administrative arrangements.

It is important to understand how these two elements function together, and how decision-making processes interrelate with the system.

This Unit has been structured in four parts:

  1. A background discussion on the broad characteristic of planning and planning systems, the different roles, functions and its value to the community.
  2. Discussion about planning and related legislation and their place within planning systems.
  3. Governance arrangements at the commonwealth, state, regional and local government levels.
  4. An outline of contemporary planning practices and emerging developments to make planning systems more effective, cost efficient, timely and responsive to the needs of users and participants.

UNIT OUTCOMES

At the completion of this unit, participants will have:

  • Examined current best practice in planning skills, process and governance that affect planning practice.
  • Explored a range of contemporary tools and methodologies available to the planner, which may enhance planning process and practice.
  • Broadly identified recent key changes in planning law that may impact on planning practice and administrative procedures.
  • Augmented their knowledge of working in courts and tribunals, and the role of statutory interpretation and judicial decisions on planning practice.
  • Reflected on the practical application of the tools and principles presented in this unit in the workplace.
